Title VI


  • Title VI of the Civil Rights Act of 1964 prohibits discrimination based on race, color, or national origin in programs and activities receiving Federal financial assistance. Specifically, Title VI provides that “no person in the United States shall, on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity receiving Federal financial assistance from the Department of Transportation (42 U.S.C. § 2000d).

Disadvantaged Business Enterprise (DBE)


  • The Disadvantaged Business Enterprise program is designed to ensure fair access to contracting opportunities for eligible firms on federally funded projects. UTA monitors contract compliance, DBE goal attainment, and required reporting, while providing technical assistance and compliance oversight to support participation. The program helps promote equity and accountability in procurement and contracting practices in accordance with federal regulations.

  • The Americans with Disabilities Act (ADA) is a federal civil rights law that prohibits discrimination against individuals with disabilities. Under the ADA and applicable U.S. Department of Transportation (DOT) regulations, UTA may not exclude, deny benefits to, or otherwise discriminate against qualified individuals on the basis of disability. UTA provides equal access to programs, services, and activities, including accessible vehicles and facilities, reasonable modifications to policies and practices, when necessary, effective communication, and nondiscriminatory service. This helps to ensure that people with disabilities can fully access and participate in UTA programs and services.
